"Sejal Aur Mohabbatein -Kehne sejae ye khushi ase roz ke baad ye, Kya baat dikhya de?".The EU’s executive arm is drawing up plans to fund scientific research on projects that will help build “an autonomous European agency for artificial intelligence”, to rival the US National Science Foundation, according to a report. On Wednesday the European Commission published a draft plan setting out priorities for science and research in the EU in the coming years, which included a list of “blue skies” proposals aimed at enhancing Europe’s position in science and technology, the Guardian reported. The document laid out plans for the creation of a new agency that would invest in research on technology that the commission saw as having “enormous potential to help the EU become more innovative and competitive”. The planned agency is said to have a budget of €2bn ($2.3bn) in the first 10 years, and a further €10bn in the following decade. It would be based in Brussels, but would be overseen from within the European Commission. Following consultations with academics, the plans say, the new entity would: allow the EU to make the most of its collective human and material potential; help protect the environment; work with other research bodies to maximise the value of existing research; promote international collaboration; and make sure that research and innovation are embedded in the daily lives of citizens. The plan aims to break with the US’s funding model, which has attracted criticism for fuelling inequality and centralising power in the hands of wealthy multinationals. A spokesperson for the commission said the proposals are in the early stages of discussion. “The options are being discussed and more details will be published before the end of the year,” the spokesperson said. “We are working to ensure that a new agency for AI and robotics would be effective, efficient, and transparent.” The research agency plans to be set up by 2021. In a speech last year, the French president, Emmanuel Macron, said the commission’s AI plans were meant to “create European research hubs to rival the American way”.
